APPSC suspends four officials
ITANAGAR, Dec 24: In a surprising move, the Arunachal Pradesh Public Service Commission
(APPSC) has suspended four of its officials suspecting their involvement in the alleged
leakage of general studies question paper-
The four suspended officials are the Joint Secretary, Deputy Secretary, Private Secretary and PA to Joint Secretary.
In its official statement, the commission informed that it has initiated process for disciplinary proceedings against the suspended officials and that chargesheets will be issued shortly.
Meanwhile, the government has assured the commission to provide officers so that the APPSCC examination can be conducted at the earliest, the statement further added.
No sale of IMFL in East Siang
PASIGHAT, Dec 24: Following a call from the Adi Bane Kebang's Women Wing East Siang Unit, the Wine Shop Owners Association has agreed to temporarily close their wine shops from Dec 25 2014 to Jan 5 2015. This follows a recent meeting between the liquor shop owners and ABK which was also attended by the DC East Siang.
The Wine Shop Owners Association led by its President Tabit Gao and Secretary Mingge Tasung took the decision as a mark of respect to the effort of ABK WW which been fighting to eradicate drugs, IMFL and other illicit substance menace from the district for quite some time now.
Eatables distributed to patients by MVBC
SEPPA, Dec 24: The members of Model Village Baptish Church (MVBC) Seppa visited the District Hospital and distributed fruits and sweets to the indoor patients on the eve of Christmas.

Bishop laments violence
ITANAGAR, Dec 24: The Bishop of Itanagar, Rev. Dr. John Thomas while wishing the people of Arunachal Pradesh the peace and joy of Christmas has lamented that the celebration is marred by unhealthy political standoff in the Parliament on the very question of religious freedom.
"This holy season is also marked by unparalleled brutality on innocent children in Peshawar. Countless number of hapless people have lost their lives to religious fanaticism in various parts of the world. This may give the impression that religion is doing a disservice to the world", the Bishop added.
Instead of succumbing to such negative thoughts, people should take up the challenge to make our religious beliefs into an instrument of peace by following the teachings of great religious teachers like Jesus, he said.

AUSDCWA office inaugurated

Association complains against road
ITANAGAR, Dec 24: The All Silsango Circle Youth Association (ASCYA) has complained against the 50 kms carpeting work of the road from Sagalee to Pilla under NLCPR claiming that it is not as per norms and is yet to be completed. The association has written a letter to the executive engineer of the PWD division Sagalee in this regard.
ASCYA along with All Puyu Panchayat Youth Welfare Association has urged the department to enquire the matter to unearth the truth and has also requested to stop payments of the work.

DDAC reminder to CM on dist HQs
ITANAGAR, Dec 24: The District Demand Action Committee (DDAC) on behalf of the public of Basar Assembly constituency has given final reminder to the Chief Minister of Arunachal Pradesh to declare Basar as the headquarters of Lower Siang before January 26, 2015 as per the Cabinet approval of 7th August 2009 and made it functional with immediate effect.
"The people of the Constituency shall launch "historic political movements democratically" until the Government fulfill its own political commitment in toto made to the people of the Constituency on December 10, 2008," DDAC in a release said.
"If a separate district with "Lepa Rada or any other suitable nomenclature" as the name of the district with its "HQs at Basar" is created, notified and made functional at the earliest "simultaneously" along with the "Lower Siang District" as has been moved by the GWS on July 14, 2014 with the Govt. will only be acceptable, it said.
"This demand is in conformity with the suggestion of the GWS and Galo seniors adopted as the resolution in the "Joint Galo Consultative Meeting" on the same issue held in Itanagar on March 8, 2014, it said.
"But no response has been received from the end of the Government till date. Therefore, it is the sole responsibility of the GWS and Galo seniors to pursue and achieve the demand "at one go only" or else nothing is acceptable at any cost," the reminder said.
DDAC further clarified that the same is not on the top priority agenda of the DDAC and people of 29thBasar assembly constituency.
Consumers Day observed at Tezu
TEZU, Dec 24: The National Consumers Day was observed at Government Secondary School, Tezu today.
Emphasising on the awareness of consumers on Consumer Protection Act 1986, District Consumers Forum member, J Chai, appealed to all to lodge complaints before the District Forum if they suffer any loss while purchasing of goods or in hired services.
ACLM Tezu D. Ghosh, highlighted the various provisions of C P Act, 1986 and narrated various interesting consumer cases decided by the Forum. C.J.S Yadav, Junior Teacher of Government Secondary School, Tezu talked on the aims and objectives of the celebration of National Consumer Day to the students.
To mark the occasion, essay and quiz competitions were also organized simultaneously at the School between the students of Government Higher Secondary School Tezu and Government Secondary School Tezu. Skill development programme on tourism
ITANAGAR, Dec 24: Altogether 30 students of travel and tourism management and Community college of Rajiv Gandhi Govt Polytechnic College here participated in a skill development training programme on adventure sports and tourism organized by Young Mission Adventure Club from December 19 to 23 last.
Aimed at generating self employment in tourism sector after completion of their respective courses, the five day event equipped the participants about various tourism related programmes.
SDHDC's stand opposed
ITANAGAR, Dec 24: The PRI member and public leaders of Kaying and Payum circle of Siang district have opposed the stand of Siang District Headquarter Demand Committee of Kaying and Payum area.
In a release, it referred to the news report which claimed that government officials are being transferred from the area as punishment for opposing Pangin as the district headquarter is totally unfounded and wrong information.
Not a single government employee has been transferred from Siang district and also the transfer and posting of the government employee is the policy and programme of the state government. And the creation of new district and selection of its headquarter is not a crime, rather it is development of the area, it said.
There is no free land donated at Kaying and Payum to establish the Siang District Headquarter and the so called self style Siang District Headquarter Demand Committee of Kaying and Payum has no right to form a committee for Siang District Headquarter, it further added.
Saaya makes unannounced inspection of schools
ZIRO, Dec 24: In a bid to pass on the message to the teaching fraternity and the students that absenteeism would not be tolerated, Parliamentary Secretary and MLA Yachuli, Likha Saaya made an unannounced inspection of Deed, Meya and Kugi Tago Govt. Schools under Yachuli constituency.
Interacting with the teachers and the students, Saaya said that eighty percent of the rural students depend on govt. institutions for education therefore the teachers posted in govt schools have greater responsibilities. He advised the students to work hard at this stage to have a good future ahead.
Citing example of the successful cardamom and kiwi growers of the area, he exhorted the students to venture into agriculture and horticulture allied sectors after completion of their education and merely not depend on govt jobs. DIPRO
Workshop on econometrics conclude
ITANAGAR, Dec 24: A two week workshop on econometrics-
Chairing the function, Vice Chancellor Tamo Mibang while appreciating the department for conducting the programme opined that such programmes are needed for researchers to make them more educated so that they can serve the society better.
Mibang viewed that there is a need to bring professors from foreign universities so that they can teach advance research techniques to our students. He called for interaction between Indian and international universities to improve quality of our teaching and research. He advised the researchers to take up various issues being faced by the society and to conduct serious research to find out the solution to these issues.
Professor Mibang earlier distributed certificates to the participants.

Rebia inaugurate new village
ITANAGAR, Dec 24: Legislative Assembly Speaker Nabum Rebia inaugurated the Nyia Namchang village segregated from Dobum village in a function organized by Nya Namchang Welfare Committee on December 20 last.
Most of the dwellers of the new village have migrated people from Bogoli village who suffered unaccounted harassment from Assam forest officials in the 1980s and 90s. They had been living in Karsingsa since then.

3 new cabinet ministers sworn in

ITANAGAR, Dec 24: Three new cabinet ministers were sworn in today at Rajbhawan by Governor Lt Gen (Retd) Nirbhay Sharma taking the number of minister in the Nabam Tuki led government to twelve. The new ministers include Anini MLA Rajesh Tacho, Borduria MLA Wanglin Lowangdong and Longding MLA Thanwang Wangham.
Tacho has been assigned Health and Family Welfare while Lowangdong gets Women and Child Development, Social Justice and Empowerment, Parliament Affairs and Department of Tirap, Changlang and Longding.
Wangham gets Civil Aviation, Science and Technology, Supply and Transport.
Surprisingly, Health and Family Welfare minister Kalikho Pul was dropped from the ministry. While no any official reason was cited for his dropping, the government sources indicated that Pul himself is to be blamed as he had reportedly tendered resignation twice in the last six month over minor differences. "Though part of government, he acted more like opposition leader," the source added.
Calculating his move carefully, Chief Minister Nabam Tuki played safe while expanding his cabinet. By giving cabinet berth to Rajesh Tacho, he ensured representation of Mishmi community remains in the cabinet even after dropping of Pul. On the other hand public of newly created Longding district have been strongly demanding for inclusion of one of their legislators as cabinet minister. Paying heed to their demand, the three time legislators from Longding Thanwang Wangham has been made cabinet minister, while sensitive Tirap district finds their representative in the form of former speaker Wanglin Lowangdong.

Garu rapist murderer gets lifer
AALO, Dec 24: In a landmark judgment, the convict of Garu rapist and murderer Bohuna Das has been sentenced to rigorous life imprisonment and fined Rs.5000 for default for the offence U/S 376 IPC, in default to undergo further simple life imprisonment for another one year. Both the sentence would run consecutively, stated the judgement. Additional Session Judge Basar, Jaweplu Chai pronounced the judgment on Tuesday.
The heinous rape and murder was committed at Garu under West Siang on Aug 29. A FIR was lodged and the case was registered on Aug 30, and the charge was framed on Dec 19. The hearing of the accused for sentence was held on Dec 22 with final judgment pronounced on Dec 23.
The Chief judicial Magistrate Aalo, Tage Halley took cognizance against the accused person on Nov 12 last and committed the case for trial in the session court. The accused was produced from Aalo judicial lock up at Basar Court on Dec 16 and was asked to manage his own defence counsel and given an opportunity to talk to his relative over mobile phone. As the accused expressed his inability to manage any defence counsel, Advocate Taji Tajom was provided as State Defence Counsel for the accused and T. Nima and M. Basar as public prosecutors pleaded for the State of A.P. The court also considered the matter of compensation U/S 357A CrPC and as the convict is unable to afford even his own Defense Counsel, the matter has been referred to District legal Service Authority for deciding the matter of compensation to husband and children of the deceased under Arunachal Pradesh Victim Compensation Scheme 2011. The period of detention already in custody during the investigation and trial will be set off as per Section 428 and be counted towards the sentences. DIPRO

ITANAGAR, Dec 24: In exercise of powers conferred under Section 133 Cr.PC and with relevant provisions of BEFR Act, District Magistrate, Itanagar Capital Complex Mige Kamki, Itanagar has prohibited harbouring of persons without valid Inner Line Permit in private residence and rented houses within the Itanagar Capital Complex with immediate effect.
Police and Magistrates shall carry out intensive Inner Line Permit checking and are also empowered to enter any houses, rooms, tents, camps or stop any vehicle to check presence of Inner Line Permit violators and apprehend such persons suspected of violating ILP provisions without warrant within Itanagar Capital Complex. Meanwhile, Capital District Magistrate in exercise of powers under Section 144 Cr. P.C has banned carrying of weapons like dao, knife, khukri etc and licensed firearms by any person(s) with them/ in their vehicles for a period of one week or until further orders in view of the prevailing Law & Order situation in the Capital Complex and also keeping in view the festive season. During the year, the Mission and Math undertook several relief and rehabilitation programmes in different parts of the country involving an expenditure of Rs. 10.86 crore benefiting 4.15 lakh people.
The Mission also provided scholarships to poor students, pecuniary help to old, sick and destitute etc. incurring an expenditure of Rs. 14.74 crore and benefitting about 28.59 lakh people.
Medical service was rendered to more than 83 lakh people through 15 hospitals, 111 dispensaries, 59 mobile medical units and 1255 medical camps with an expenditure of Rs. 166.71 crore.
UGI video endoscopy, phototherapy facilities were provided to its hospital in Itanagar.
Nearly 3.45 lakh students are currently studying in various educational institutions conducted by RKM. Rs. 276.56 crore was spent on educational work during the four year.
A number of rural and tribal development projects were also undertaken with a total expenditure of Rs. 52.45 crore benefiting about 30.73 lakh rural people, informed Swami Suhitananda, General Secretary.

The motto of the campaign was to create awareness among villagers about needs and importance of Individual Households Latrine, sanitation practices within villages, personal hygiene etc.
Marpi Kamsi (Consultant) informed the villagers about how water and sanitations are linked to our health. She advised people to take safe water for their daily uses and appealed them to adopt hygienic practices by which we can prevent lots of diseases caused by improper sanitation around us.
Keli Basar (Consultant) appealed PRIs to form Village Water and Sanitation Committee (VWSCs) in their respective Gram Panchayats and gave stress on opening of Joint Bank Account of VWSCs as soon as possible according to GOI's guidelines.

Ethnic killing at Assam
Ethnic violence has once again gripped our neighbouring state Assam. 65 adivasis have lost their life following the violence unleashed by NDFB(S) faction. Police said the killings started around 5 pm on Tuesday at Maitalubasti in Sonitpur district in northern Assam, bordering Arunachal Pradesh and Bhutan. Militant killed advisasis suspecting them of helping the security forces. Today two Bodos were killed by adivasis in retaliatory killing. The adivasis have also torched a Bodo village in Kokrajhar district.
Earlier today, three more adivasis protesting against attack by Bodo militants were killed in police firing. There is growing fear that this may turn into full blown ethnic clash between Bodos and adivasis. Government of India and govt. of Assam should take control of the situation, before it gets too late. The government of Arunachal on their part also needs to properly study the situation and take necessary steps to ensure safety of Arunachalee citizens. National Highway 15 which was blocked by the advisasi protestors near Dhekiajuli in Sonitpur today is an important road for the Arunachalee citizens. Those travelling to Kameng belt and Guwahati mostly use this highway. Therefore government should issue advisories to ensure that no citizen of Arunachal get entangle in the violence.

This is in response to a letter by Chairman DDAC BASAR published on 17th December
in which it was written that on 10th December 2008, MLA Likabali a/c was holding
the post of deputy speaker. May I correct his memory through your esteemed daily
that at that time he was just simple MLA and I was there in Gensi. He was sworn in
as Deputy Speaker in the year 2011. Also, I would like to remind Mr. Chairman that
during 2008 when Late CM visited Basar, people never mentioned Lower Siang. They
asked for Lapa-
Why intellectual peoples of Basar refused to accept the Central Agriculture University which was offered to them in the year 2005. Time and again they proved that they do not want general development but for self development.
Hence, I urge Mr. Chairman not to come up with such concocted and manipulated articles in valuable Reader’s Forum which is read & used by all Arunachalee.

MLA needs to donate their LAD fund
Dear Editor,
The State government is unable to secure fund from DoNER Ministry for completion of State Legislative Building and MLA apartments being constructed by PWD and Urban Department respectively. This has resulted due to defective preparation of DPR which on revision has gone three to four times higher when compared to the original sanctioned DPR. There is no provision for revision in the Ministry and now time has come for each and every MLA to contribute from their MLALAD fund for early completion of both State Legislative Building and MLA Apartment. Also it is seen that MLA’s are residing here and there. Some have not been able to manage government quarters forcing them to stay in rented rooms. Even if 60MLA’s contribute Rs. 30.00lakh each from LAD fund annually, it becomes Rs. 18.00Crore which is enough for carrying out a year’s work. By doing this, their accommodation facility and temple of democracy will be completed before the next term; otherwise they may lose their opportunity to stay at MLA apartment as well as temple of democracy.

It seems the district headquarter issue of Lower Siang district may not be resolved
in this 21st Century as some vested interest group who have money, power and strong
political monopoly are manipulating the genuine demands into a controversial issue
for their personal gains. The demand for district headquarters at foothill area was
made after thorough discussion with all the political leaders, intellectual people
